Time to re-visit Paragon City.
First we whet your appetite to give City of Heroes a try with Dalmarus' review of City of Heroes, and now NCsoft is providing incentive for ex-gamers to come back and experience the latest substence added this week. From the email in my in-box today from NCsoft:
PLAY FREE ALL WEEKEND
In celebration of Issue 13: Power and Responsibility going live, we have reactivated your game account through the end of this weekend. Simply log on to City of Heroes®/City of Villains® between now and Sunday, December 7th, 2008 at 11:59PM EST and your account will be active* and playable!
In addition to the Shields and Pain Domination powersets, and the new Cimerora mission substence, Issue 13 includes some of the most innovative features that have ever been commenceed for City of Heroes. Here's a condensed list of the exciting new substence!
* Two New Powersets - Shields and Pain Domination!
* Day Jobs – Characters accumulate a enormous variety of new rewards while they are offline based on the scenes from which they log out
* New “Day Job themed” Costumes
* Multiple Builds – Players can respec a second build for each of their characters and switch between builds, giving them the flexibility to tackle any challenge!
* Leveling Pact – “Extreme sidekicking” allows two characters to split all XP regardless of who’s online more, so that each time they play together they are the exact same level
* New Cimerora Missions – New Hero and Villain story arcs expand upon the history and lore, and delve into the gamers and politics of Cimerora.
* New Invention Origin Sets
* Merit Rewards System allows gamers to earn tokens by completing Trials, Task Forces, Strike Forces, Raids, etc., offering more flexibility for selecting rewards
* Player vs. Player Rebalancing
It appears the game has changed quite a bit since I last logged in. Heck, some citizens may log in just so they can have a day job (sorry, bad economy joke). Since I'm a big fan of leveling and bolstering my character, the Leveling Pact and Merit Rewards are very appealing. Filed under: Super-hero, City of Heroes, Events, in-game, News items Curious about the changes that Issue 13 has brought in, but not sure if you want to reactivate your City of Heroes or City of Villains account? Well, if so, you're in luck! The good folks at NCNC are eager to show off all the new goodies that were added with Issue 13, and have thrown open the doors to Paragon City, inviting back allprevious Heroes and Villains who have accounts in good standing.
All returning gamers will be treated to a "freespec" - or free respec, as well as a free tailoring session, enabling gamers to take advantage of the cool new costume options. Beyond that, there's new Cimerora and Midnight Squad story arcs to look into; new powersets; the option to have two builds enabling gamers to have a "solo" and "party" build - or a PvE and Player vs Player build they can switch between; the Leveling Pact option if you're rolling a new toonwith a friend; and a bunch more to read over.
Of course, there's also the addition of Day Jobs to enjoy, but that works when you're logged out. When we logged into City of Heroes to look into the new Shield powerset released in yesterday's Issue 13 patch, the one thing that we were not expecting was to find 26 shield types to choose from. It took us quite a while to settle on a shield, as our impulse was to have them all. Once we did make our selection though, it dawned on us that we should share this amazing catalogue of bodily protection with the rest of the world.
We'd like to stress that this isn't every mutation of all the shields, otherwise this would be called "The 4,532 Shields of City of Heroes" and that just doesn't have the same ring to it. Plus, we value what little social lives we actually have. With Issue 13 hitting the live City of Heroes and City of Villains worlds yesterday, many of the gamers who are fond of base building were immensely happy to see a refund of Prestige; the "cash" that allows gamers to buy more goodies for their base. (Or in some cases, larger bases!) Of course, the down-side to this is that base builders are still relegated to using magic desks during base building to float objects for now. Today we're showing off a screenshot taken by this blogger - who confesss she's a total base-building fiend - having a quick sit-down break between stacking layers of desks to the ceiling. The mission creator in Issue 14 (and with any luck the items to help us float objects in bases easier) can't come fast enough for us!
We love to see what citizens have done with guild housing, supergroup bases, and more! So if you've built up something cool, why not snap some screenshots of it and send that in to us here at oneshots AT massively DOT com! Add in a quick description of what we're seeing (or a longer one if you want to clarifyyour cool building tricks) what game it's from, and your name. Months in the making, delayed when the Mission Architect was pushed to next year, finally finally, City of Heroes Issue 13 is live! Yesterday saw the worlds go down for one of the largest substence pushes ever by the NCsoft development team. The patch notes are up on the official site, and they're simply monsterous. We've been through this list before, but it'sworthy ofgoing over again: new story arcs for the Midnight Squad, new story arcs for Cimerora, the all-new Merits reward system (which was featured in an exclusive conversation here on the site), Day Jobs, new powersets, multiple builds, a enormous Player vs Player revamp ... it's exhausting just to point out, let alone consider playing.

Two new 'rednames' have been introduced to the super-powered community by City of Heroes/Villains Senior Designer Floyd "Castle" Grubb at NCsoft. The new bright stars are Jonathan "Sunstorm" Courney, and Phil "Synapse" Zeleski. Both have been around for a little while now, but this is their formal debut.
Both Sunstorm and Synapse have been working on Powers. Sunstorm meticulously is tackling bases (which many gamers may find to be an area long-overdue for attention), and you can find an Issue 13 Base Q&A from Sunstorm on the forums. Synapse for his part has already made (ahem) heroic efforts to clarify misunderstandings in the Merit Rewards system, even prior to his formal introduction.

Matt "Positron" Miller, NCsoft's NorCal Senior Designer, was snatched and grilled by the gang at Ten Ton Hammer just in recent times. Among the topics touched on were speculations about the impact of upcoming costumed nemeses in the super-hero-themed MMORPGG genre.
City of Heroes/Villains was, back in the day, something of a dark horse. While Cryptic Studios and NCsoft were working on the game, there was intense speculation and skepticism about the material. How could it even work?
Well, work it did, and very well. Miller is confident that it will continue to do so.
Miller acknowledges that it's hard to predict what impact the new games will have on CoX's gamer numbers. We wouldn't be putting any money down on predictions ourselves, but it's going to be fascinating. As we're now aware, NCsoft has in recent times made the decision to shut down Tabula Rasa after the first of the year. As an attempt at goodwill - or more likely retaining at least some of the departing Tabula Rasa gamer-base - they've offered a 'severance package' of sorts to the gamers. This package includes two months of City of Heroes/City of Villains and two free months of Aion among other things. It's certainly causing some discussion here at the virtual offices, to be sure.
This morning we thought we'd come to you with the question we've been batting around behind the scenes in recent times. When a company decides to sunset an MMORPG, do you think it's a nice gesture for them to offer a package of free time in their other MMORPGs? Or do you think it seems more like an obvious grab, offering gamers of one sub-type of MMORPG (in this case an FPS sci-fi game) a completely different sub-type (super hero and fantasy)? If you're a Tabula Rasa gamer, will the offer they made entice you to at least try out City of Heroes or Aion, or have you decided to cut ties with NCsoft and head for other gaming pastures?The Daily Grind: Should MMORPG companies offer severance packages?
